A score of 60% or higher across the seven pillars generally means the project is credible enough for a supplier-neutral RFQ. Below 60%, the priority is closing the biggest gaps (usually land title, permits, off-take or equity) before engaging manufacturers or EPCs.
Most agricultural lenders and DFIs expect: clear land title, EIA / permits in progress, verified water & power, a bankable business plan, equity confirmed, and at least LOIs from off-takers. A readiness score above 75% usually opens the door to serious financing conversations.
The minimum pack usually includes: land title / lease, EIA and permits, water & power studies, project brief, CAPEX budget, OPEX model, business plan, equity confirmation and off-take LOIs. Larger projects (USD 1M+) also require environmental & social action plans, technical due diligence and independent engineer reports.
