Commercial greenhouse PPPs and public greenhouse cluster models

Last reviewed:

Short answer: in a greenhouse public-private partnership, a public body usually provides land, shared infrastructure or concessional finance, and a private partner or cooperative builds, operates or buys the produce. The model works when each risk — water, construction, operations and market — is assigned to the party best able to manage it, and when offtake and operations after handover are agreed before construction starts.

Risk allocation checklist

  • Water rights and supply guarantee — who is responsible if supply fails?
  • Construction quality and liability period — who repairs defects?
  • Operations and maintenance budget — who pays after handover?
  • Market and offtake — signed commitments with grade and volume?
  • Exit and asset transfer terms at the end of the agreement.

  • Land tenure and permits.
  • Water analysis and climate fit for the planned crops.
  • Realistic yields and prices from the local market, not brochure figures.
