Does ECA cover replace the need for a bank loan?

No. ECA cover is a guarantee that supports a commercial loan — the bank still underwrites, disburses and services the loan. A buyer submits one private brief through the RFQ builder. How ECA cover works in practice

The buyer signs a commercial loan with a bank in the manufacturer's country (or an international bank on the ECA's panel). The ECA issues a guarantee covering most of the loan against political and commercial risk. Because the bank's exposure is largely covered, it can extend tenor, reduce down-payment requirements and improve pricing.

ECA cover is not itself a subsidy — it is a risk-transfer instrument regulated internationally under the OECD Arrangement on Officially Supported Export Credits.
