Supplier evaluation form
A weighted supplier evaluation worksheet used to short-list infrastructure suppliers on a defensible, comparable basis. Adjust weights to the project risk profile before use.
How to use
One evaluator scores each supplier against each criterion (0–5). The weighted score sums to a normalised 100. Use the same evidence base for each supplier — do not score on marketing material alone.
Criteria (default weights)
- Reference projects in comparable context — 20%
- Technical fit to specification — 15%
- Performance guarantees — 15%
- Financial strength and bondability — 15%
- Local execution capacity — 10%
- Commercial terms and warranty — 10%
- Programme credibility — 10%
- ESG & compliance — 5%

- Reference sheet with contactable client details
- Audited accounts (last 3 years)
- Compliance matrix against technical spec
- Bond confirmation from bank
