Exporting Fresh Avocados from Kenya to the EU: Requirements for Production Projects

Official sources reviewed 2026-10-23. Orientation only, not legal advice.

Short answer

Kenyan avocados entering the EU need a phytosanitary certificate from KEPHIS and must meet EU maximum residue levels and the EU general marketing standard. Kenyan exporters also need a Horticultural Crops Directorate export licence and KEPHIS registration, and exports follow AFA season openings and closures. An orchard project should plan traceability, maturity testing, packhouse capacity and cold chain to meet those controls.

Marketing standardAvocados follow the general marketing standard in Delegated Regulation (EU) 2023/2429, Annex I Part A (minimum quality, maturity, tolerances, origin marking). Recent changes

  • 2 April 2026: sea-export harvesting reopened, with mandatory packhouse inspections from 7 April 2026 (government account of the AFA notice).

  • The current numerical dry-matter (maturity) threshold. No AFA or KEBS instrument stating it could be read (rechecked 25 Oct 2026): AFA's 27 March 2026 season-opening notice is posted only as an image on its official social-media page, and 2026 press reports differ (24% for Hass and Fuerte versus 20–24% depending on variety). It is therefore not stated here as law; ask the exporter for the threshold applied at their HCD inspection.
  • The exact terms of the 10 October 2025 closure notice and of the 2026 reopening notice itself.

What the production project should procure

SeedMatch procurement advice, not an official requirement. Scope is confirmed with the buyer's agronomist, engineer and importer.

Orchard irrigation and fertigation
Specify drip or micro-sprinkler design, filtration and nutrient dosing from a water analysis; avocado roots are sensitive to waterlogging and salinity.
Maturity testing
Season openings and buyer contracts depend on maturity. Budget for dry-matter testing equipment and sampling records.
Packhouse capacity and inspection readiness
Fresh-export packhouses are inspected each season. Specify grading, hygiene and record-keeping to the KEPHIS systems audit.
Cold chain
Size pre-cooling and reefer-loading capacity for sea freight to the EU.
Traceability and residues
Lot coding from orchard block to pallet supports the KEPHIS audit, EU traceability and residue monitoring.

Ask suppliers to quote the complete system, including lifecycle consumables and service, and to provide certifications and performance data as documents. Yield, savings or market-access figures in a quotation are supplier projections, not guarantees.
