Which origins can export fresh avocados to China? Reading GACC's permitted-fruit list and what registration still requires

Published and sources reviewed: · SeedMatch Group editorial team

Short answer

China's General Administration of Customs (GACC) lists 14 origins whose fresh avocados have quarantine access: Kenya, South Africa, Rwanda, Tanzania, Zimbabwe, the Philippines, Mexico, the United States (California only), Dominica, Venezuela, Colombia, Peru, Chile and New Zealand. Tanzania, Dominica, Mexico and Venezuela are listed for Hass only. The list is GACC's file saved on 4 August 2026, on a page GACC republished on 19 October 2026.

  • Listed does not mean any exporter may ship. The origin announcements reviewed require orchards, packhouses and treatment facilities registered with GACC.
  • Read the origin's own announcement as well as the list: Kenya is listed simply as avocado, but GACC Announcement 2022 No. 47 limits Kenyan access to Hass.
  • An origin that is not on the list has no quarantine access for fresh avocados. Treat it as a research opportunity, not a trade lane.
  • The same GACC file lists 13 cherry origins. South Africa appears for avocado but not for cherry, although GACC issued cherry conditions on 21 September 2026.

This guide reads official GACC documents as of 26 October 2026. It is not legal or customs advice. Check GACC's current list and the current registered-enterprise list before contracting. SeedMatch Group is a commercial coordinator, not a regulator or certifier, and has no endorsement from GACC.

What to put in an avocado RFQ for China

State these so the team can check registered supply for your origin and season.

  • Acceptable origins (only listed origins)
  • Variety (Hass, or another variety only where permitted) and fruit count per carton
  • Minimum dry matter or maturity requirement
  • Hard or ripened fruit; carton size and Chinese-language labelling
  • Volume per week and season; arrival window
  • Port of entry in mainland China or Hong Kong SAR
  • Documents: phytosanitary certificate with the protocol's additional declaration, registered facility codes, treatment record
  • Shipping mode, Incoterms and payment preference

Seasons and timing

Supply windows differ by origin and are not stated in GACC's list. This guide cites only verified examples: Kenya opened avocado harvesting for sea export on 2 April 2026 (Agriculture and Food Authority notice, Kenya News Agency).

Registered lists are seasonal for the origins reviewed, so check the list that applies to your arrival window.

How to check an avocado route to China

1. Confirm the origin is on the GACC list

Open GACC's permitted-imports page and the fresh-fruit list file. Note any variety or area limit in brackets, for example Hass only or California only.

2. Read the origin's GACC announcement

The announcement sets the pests of concern, orchard and packhouse rules, treatment, packaging labels and the phytosanitary certificate's additional declaration. Kenya: Announcement 2022 No. 47. South Africa: Announcement 2023 No. 107.

3. Check registered facilities for the season

For South Africa, GACC published a list of qualified avocado enterprises after inspections in July 2024 (MOFCOM, 21 August 2024). Ask the exporter for registration codes for orchard, packhouse and treatment facility and check them against the current list.

4. Prepare the importer's side

The Kenyan announcement requires an Entry Animal and Plant Quarantine Permit and entry through a port approved for fruit imports. Confirm both before the fruit is packed.

5. Send a qualified RFQ

State origins, variety, count, maturity, volume, timing, port, documents, packaging, shipping and payment. A sourcing specialist checks route status and registered supply before any supplier is approached.

Who this guide is for

  • Chinese importers, wholesalers and retail buyers comparing avocado origins.
  • Exporters in listed origins preparing for registration and buyer checks.
  • Buyers in Hong Kong SAR and elsewhere who re-export to mainland China and need to know which origins are permitted.

Frequently asked questions

Which countries can export fresh avocados to China?

GACC's permitted-fruit list (file saved 4 August 2026, republished 19 October 2026) names 14 origins: Kenya, South Africa, Rwanda, Tanzania, Zimbabwe, the Philippines, Mexico, the United States (California only), Dominica, Venezuela, Colombia, Peru, Chile and New Zealand.

Is only Hass avocado allowed into China?

It depends on the origin. The list limits Tanzania, Dominica, Mexico and Venezuela to Hass, and GACC Announcement 2022 No. 47 limits Kenya to Hass. Check each origin's announcement.

If my country is on the list, can my packhouse export?

Not automatically. The announcements reviewed require orchards, packhouses and treatment facilities registered with GACC, submitted by the exporting country's plant protection authority before each season.

Can South African cherries go to China yet?

GACC Announcement No. 140 of 2026 sets the conditions, but South Africa is not listed for cherry in GACC's permitted-fruit file republished on 19 October 2026, and registered facilities were not found. Treat it as pending.
