Seed import compliance in Egypt
Authorities reviewed 2026-10-23
Short answer
Plant-quarantine import requirements are set by the Central Administration of Plant Quarantine (CAPQ) under Ministerial Decree 562/2019 (Plant Quarantine Regulations). CAPQ publishes import requirements by origin and plant.
The English text of Decree 562/2019 on the IPPC site is an unofficial translation; the Arabic official text and CAPQ's current requirements prevail.
Responsible authorities and official sources

Documents to prepare
- Look up the CAPQ import requirement for the crop and country of origin before contracting.
- Phytosanitary certificate from the exporting country's plant-protection organisation, including any additional declarations CAPQ requires.
- Seed lot label and test data (germination, purity) matching the contract.
- Variety registration and seed-certification obligations: not reviewed here; confirm with the Ministry of Agriculture and Land Reclamation.
This is orientation, not legal advice. Rules change; confirm the current requirement with the authority for each crop, origin and shipment.
