Seed import compliance in Morocco
Authorities reviewed 2026-10-23
Short answer
Seed and plant-health controls are run by ONSSA. Under arrêté n°966-93 (20 April 1993), imported seed must come through an approved establishment and the variety must be on the official catalogue or provisional lists.
ONSSA also publishes the seed and plant regulation texts; confirm prior-authorisation and inspection steps for each crop and shipment with ONSSA. See also the Morocco seed import procurement guide.
Responsible authorities and official sources
- ONSSA — seed and plant marketing (commercialisation)
States the arrêté 966-93 conditions: approved establishment and variety listed on the official catalogue or provisional lists.
- ONSSA — seed control and certification
Seed certification controls across production stages, from starting material to commercial seed.
- ONSSA — import controls
Import control of plant material at entry, with ONSSA contact details.
Documents to prepare
- Confirm the importing establishment is approved by ONSSA for seed marketing.
- Confirm the variety is on Morocco's official catalogue or provisional lists before contracting.
- Phytosanitary certificate from the exporting country's plant-protection organisation.
- Seed lot label and test data (germination, purity) matching the contract.
This is orientation, not legal advice. Rules change; confirm the current requirement with the authority for each crop, origin and shipment.
