Protected agriculture buyer markets: Saudi Arabia, Japan and Singapore
Reviewed 2026-10-19 · Every figure links to its official or government source.
Short answer
Importing produce and building greenhouses are related, but they are different kinds of demand. Saudi Arabia is mainly a greenhouse project and input market with large domestic output. Japan buys specific fresh vegetables from abroad and needs labour-saving technology. Singapore imports almost all its vegetables and has a small high-tech farm sector. SeedMatch is an intermediary: we are not a farm, seed producer, fertilizer manufacturer or exporter, and we do not guarantee supply or buyers. How the three markets differ
| Market | Produce import demand | Greenhouse / CAPEX demand | Inputs (seed, fertilizer) |
|---|---|---|---|
| Saudi Arabia | Not quantified here | Strong evidence: output +10.6% in 2024 | For an existing grower base; registration applies |
| Japan | Defined: ~622 thousand t fresh (2023) | Technology and automation | Crop-specific rules; not assessed |
| Singapore | Very high: local farms 3.2% of vegetables | Niche high-density systems | Small local base |

*Hong Kong is a major re-export hub; its imports (for example cherries and stone fruit) include goods shipped on to other markets and do not equal local consumption. Japan's largest single category is frozen vegetables (HS 0710), not fresh produce — a processing and food-service channel. Import value shows produce demand only; it is not evidence of greenhouse project demand.
Saudi Arabia
Primarily a greenhouse project and technology market that is also a large domestic producer — not simply a produce import market.
Verified figures
- Greenhouse vegetable production reached 797 thousand tonnes in 2024, up 10.6% on 2023, on about 7.8 thousand hectares and more than 121 thousand greenhouses. Tomatoes (329 thousand t) and cucumbers (over 232 thousand t) led. Source: GASTAT, Agricultural Statistics 2024
Where the opportunity is
- Greenhouse CAPEX: new, expanded or retrofitted protected-cropping projects, especially cooling, climate control and water-efficient irrigation.
- Inputs for an existing producer base: vegetable seed for tomato, cucumber, pepper and eggplant programmes, fertigation fertilizers and substrates.
- Produce imports exist but are not evidenced here by crop; we do not state Saudi fresh-vegetable import volumes.
- Typical buyers
- Commercial growers, agricultural investment companies, project developers and agribusiness groups.
- Climate, water, energy
- Heat and cooling load, water scarcity and quality (often brackish or desalinated sources), energy use for cooling. Test assumptions with the cooling and water calculators.
- Documents and rules
- Seed and fertilizer imports are subject to Saudi registration and plant-health rules; confirm the current requirement for each product with the Ministry of Environment, Water and Agriculture (MEWA) and SFDA before contracting. We do not state product eligibility.

Japan
A large, mostly self-supplied vegetable market with a defined fresh-import segment led by a few crops — a produce-sourcing and technology market, with greenhouse demand linked to a shrinking farm workforce.
Verified figures
- Japan imported an estimated 621,696 t of fresh vegetables in 2023 (about 5% of the market). By volume China supplied 74.5%, the United States 7.4% and Mexico 6.5%. Onion led imports (38.9% share), followed by carrots (14.3%) and leek (9.6%). Source: USDA FAS GAIN, Fresh Vegetable Market Update 2024 (JA2024-0019), citing MAFF and trade data
- Vegetable farm households fell from 370,000 in 2015 to 270,000 in 2020 (−27%), and domestic production fell below 13 million t in 2021 and 2022. Source: Same USDA FAS report, citing MAFF
Where the opportunity is
- Produce sourcing: specific fresh lines (onion, carrot, leek and others) to importers with strict grade, residue and phytosanitary standards. Frozen vegetables are a separate HS 0710 category and are not quantified here.
- Technology and greenhouse projects: labour-saving automation and climate control for domestic growers.
- Typical buyers
- Importers, trading companies, processors, food-service and retail buyers; domestic growers for technology.
- Climate, water, energy
- Strict maximum residue limits and plant quarantine; many fresh products from some origins are restricted. Confirm with MAFF Plant Protection Station and MHLW for each product and origin.
- Documents and rules
- Phytosanitary certificate, import plant inspection, food sanitation notification; requirements vary by crop and origin.

Singapore
A near-total importer of vegetables with a small, technology-intensive local farm sector — a produce-sourcing market and a niche high-tech indoor/greenhouse project market.
Verified figures
- Local vegetable farms contributed 3.2% of Singapore's total vegetable consumption in 2023 (eggs 31.9%, seafood 7.3%), stable over the previous three years. Source: Singapore Food Agency, Singapore Food Statistics 2023
Where the opportunity is
- Produce sourcing: leafy and fruit vegetables for importers and food-service; cold chain and short transit matter.
- Projects: high-density, land-efficient systems (vertical, hydroponic or multi-tier greenhouses) for licensed local farms.
- Vegetable import volumes by crop and origin are not stated here; check SFA statistics and UN Comtrade (HS 07) for the current year.
- Typical buyers
- Licensed importers, distributors, food-service groups, and local high-tech farm operators.
- Climate, water, energy
- Very limited land, high energy and labour costs, tropical heat and humidity.
- Documents and rules
- Importers need SFA licensing and each consignment needs an import permit; confirm the current rules with SFA.
