Oman greenhouse water access and well permits

Which authorities grant water-use rights, well authorisations and irrigation supply in Oman, and what to confirm before sizing irrigation and fertigation systems.

Water access and well permits

What to verify (SeedMatch guidance)

  • Scope water permits and source quality before equipment RFQs.
  • Plan for desalination or reverse osmosis where groundwater salinity is high, and price its energy use.

Legal time limits in Oman

The Water Resources Law (Royal Decree 29/2000) and the wells and springs regulation (Ministerial Decree 3/2009) set the permit requirement but no decision deadline that we could confirm. Breaking the law can bring a fine of up to RO 2,000 or up to one year in prison (art. 8).

These are the limits written into law. Real processing times can be longer.

Small desalination units on Al Batinah farms

Al Batinah · Study published 2019

Peer-reviewed research on farmer-owned units that desalinate brackish groundwater for irrigation. It found that many units did not comply with government rules.
