Commercial greenhouse permits checklist by country
The approvals to line up before requesting supplier quotations, in order, for each market we cover. Public bodies, laws and time limits link to their public sources.
Steps that apply in every market
- Confirm the plot's land classification and that agricultural structures of your planned size are allowed.
- Identify which local and national bodies issue the building licence and any environmental review.
- Secure or confirm water rights (well, river or network supply) before sizing irrigation.
- Register the farm holding and plant-health obligations with the agriculture authority.
- Collect permit conditions (heights, setbacks, drainage) and attach them to your supplier RFQ.
Spain permit steps
- 1Municipal council (ayuntamiento): Urban-planning compatibility and building licence for greenhouse structures and auxiliary buildings.
- 2Autonomous community (comunidad autónoma): Regional land-use, environmental assessment and agricultural registration rules.
- 3Confirm the plot's land classification allows agricultural structures of the planned height and footprint.
- 4Check whether the project size triggers a regional environmental assessment before ordering steel.
- 5Register the holding and plant-health obligations with the regional agriculture department.
- 6Water — River basin authority (Confederación Hidrográfica): Grants water-use concessions and well authorisations under the consolidated Water Law. source
- 7Confirm an existing concession or irrigation-community allocation covers the planned volume before design.
- 8Test source salinity — it drives desalination or blending equipment in the RFQ.
Legal time limits
- Default maximum period for an administrative decision when no specific rule sets one: 3 months — Law 39/2015 on Common Administrative Procedure, art. 21.3
- Public notice period for competing applications after a concession request is published: 1 month — Public Hydraulic Domain Regulation (RD 849/1986), art. 105

Romania permit steps

Morocco permit steps
- 1Regional Investment Centre (CRI): Single point of contact for investment projects and related administrative approvals in each region.
- 2Agricultural Development Agency (ADA): Supports agricultural investment under the Generation Green strategy.
- 3Confirm land tenure and whether the plot is privately titled, collective or state land before design.
- 4Check eligibility for agricultural investment incentives (Agricultural Development Fund) and the paperwork order they require.
- 5Water — Hydraulic basin agency (Agence du Bassin Hydraulique): Authorisations for wells and water abstraction under water law 36-15.
- 6Secure the abstraction authorisation before committing to crop area — water is often the binding constraint.
- 7Specify drip fertigation and water-use efficiency targets in every RFQ.
