Costs are entered in nominal USD with no inflation, escalation or discounting applied, and revenue is excluded — this is a cost comparison, not an investment case. How to make bids genuinely comparable
Issue one written brief fixing area, structure type, climate setpoints, growing system, water source and automation level, and require every supplier to state the energy and water assumptions behind their figures. Bids built on different setpoints cannot be compared on price at all — that is the single most common cause of a project overrunning its operating budget in year one.
