What United Arab Emirates actually requires

Extreme coastal heat with high humidity (summer 45 °C at 60–80% RH), negligible rainfall, no usable natural groundwater in most emirates, mild winters.

The UAE is a high-tech CEA market: semi-closed or pad-and-fan cooled glass/polycarbonate houses with dehumidification, full hydroponics, desalinated supply with condensate and drain recovery, and complete climate automation. Low-tech tunnels rarely pay back at UAE energy and water costs.
